The only road to judge for yourself is to see their art and compare it to that of others. If it stands out in your vision as being greater, then of course ask to be taught. A crappy mentor can begin you off with really bad habits that you may not recognize and may find difficult to break, assuming that you even able to realize that you are doing something wrong.
Books, seminars, night classes, web based tutorials and resources are also great sources of knowledge. Some professional organizations give great learning seminars as well.
Some studios want workers who are experienced and show some samples of their work. Some however, may train you if they feel that you have potential and show a desire to learn and go higher. A few studios may even retrain you even if you have a good experience, since some studios have their own different style. They may show you how to take your skills and apply it, so that your style can match to theirs more closely.
Freelancing is the most hard way to get your foot into the business. Most people have no idea how to take care their business, where to get albums, talk to the clients, put out advertisements, use business software . You can most likely learn it all by yourself, but it may take years for you, making costly mistakes along the way.
